Scroll Up or Down LEAGUE The All Pro Fantasy Football League will consist of a maximum of 32, (possibly less), Fantasy Football Franchises having an 'Owner', Manager' and 'Coach'. An Owner cannot have a financial interest in more than one Franchise, but there can be more than one Owner per Franchise. All Pro will try to mimic the NFL incorporating NFL Team Names, Conferences, Divisions, Playoffs and any additional items that fit a Fantasy Football Format. COMMISSIONER The League Commissioner will be responsible to the overall management of the League. He will oversee the Auction-Draft, Website and distribute all Reports when applicable. He may recruit an Assistant to act on his behalf in his absence or at his request and may request additional input and assistance from Franchise Owners. The Commissioner will be the final authority on all questions and disputes arising from the activities of the League, including, but not limited to Point Scoring, Trades, Rules and the distribution of League Money. ENTRY FEE To participate in the League a $75 Entry Fee is required. Full payment is expected at least two weeks before the start of the Auction-Draft. REVISED 2019 Should the Entry Fee not be paid in full by the Payment Deadline a $10 Late Fee will be assessed. If it remains unpaid by the Keeper Declaration Deadline, approximately seven days after the Due Date the offending Franchise may lose the option to declare a Keeper for the year and/or be subject to expulsion. REPORTS All League Reports will be available Online at the League's Website and some may possibly be distributed as E-Mail Attachments. Printed Reports will not be distributed. CONFERENCES / DIVISIONS / FRANCHISES The League will have two Conferences (AFC & NFC). Each Conference will contain four Divisions, (North, East, South & West). Each Division will contain four Franchises named after NFL Teams, i.e. New England Patriots, Kansas City Chiefs, New York Jets, etc. ROSTERS/LINEUPS A Franchise's Roster must have at least 9 and a maximum of 17 NFL Players (Including DTs/STs) that will be selected at a League Auction-Draft. At the conclusion of the Auction-Draft each Franchise must be comprised of: 17 NFL Players (including DT/STs). REVISED 2019
* A Franchise must finish the Auction-Draft with 17 Players, but after the Auction-Draft a Franchise's Roster may have less than the maximum 17 Players/Teams allowed . In no case may the Roster and Position numbers exceed the maximum shown above or fall the minimums to submit a complete lineup as listed below. Should a Franchise exceed the number of Players allowed, excluding those Players on Injured Reserve, or have less than the minimum required at the end of the Auction-Draft , the Commissioner will make any necessary adjustments with or without notice, to correct the Roster. In addition, the Franchise's Starting Score for the the 1st Week of the Season will be reduced by the number of points scored by the highest scoring player in its lineup. REVISED 2019 Each Week a Franchise Owner is required to submit a 10-man Lineup chosen from their Roster consisting of:
If a Franchise fails to submit a Starting Lineup prior to the Final Deadline, (see below), then the Franchise's previous Week's Starting Lineup will be in play for the current week. If for some reason a Franchise fails to submit a Lineup for the 1st Week of the Season, the Commissioner will submit a Lineup for the Franchise using his best judgment. Should a Fantasy Owner fail to submit a Lineup two Weeks in a row, and / or there's no activity from the Franchise Owner and the Commissioner has been unable to contact him , the Franchise will be considered abandoned and converted to a League Average Franchise and all the Franchise's Players will become Free Agents and be available for acquisition by other franchises the week following, unless the Commissioner can find a replacement Owner before the start of the 1st NFL Game following the 2nd missed Deadline. REVISED 2019 Players must be chosen for a Franchise's Lineup by the kickoff of the Player's specific game. Thus, if there is a Wednesday, Thursday, Friday or Saturday game, then Players on those NFL Teams must be designated as a Starter before the Kickoff of their respective game (s). If a player's position designation changes after the Auction-Draft, (i.e., from WR to RB), the Franchise having said player on his Roster must make any adjustments, if necessary, prior to the start of the following week's games to comply with Roster requirements. If at the end of any one week of the season a Franchise's roster is not in compliance with all minimums / maximums the Franchise's Starting Score for the the week in violations will be reduced by the number of points scored by the highest scoring player in its lineup. REVISED 2019 No partial Lineups are allowed, but Players may be removed or added to a Lineup up to their respective game. SCORING A Franchise will score Points based on its Starters' performance (s) during a weekly NFL game. Points will be awarded to each Fantasy Franchise Starter as shown:
A Field Goal Team will be considered an Offensive Team and will be scored as such.
Ties will be scored as 1/2 win and a 1/2 loss. Stats provided by "Sideline Software" will be utilized in compiling weekly points and will be final 12 hours after the final Game of the Week. Any subsequent adjustments to the final stats will not be applied. Challenges must be made within 12 hours after the final NFL game has ended, (usually each Monday). The Commissioner will review and adjudicate the Challenge within 12 hours. Any adjustments will be made only to the current week. Previous weeks results will not be changed. HEAD TO HEAD SCHEDULE The Regular Season will be 12 Weeks/Games. Starting with the 13th Week Playoffs begin. Each week during the Season Franchises will be pitted against one another in Head-to-Head competition. The Winner will be the Franchise that scores the most points. A pre-determined formula will be used to schedule yearly games:

AUCTION-DRAFT The Auction - Draft for each Conference will start on a week-end announced by the Commissioner. The AFC Auction-Draft will start first, (on a Saturday) every even year and the NFC will pick on Sunday during those years. In odd years, the reverse will occur - the NFC will pick first on (Saturday) and the AFC will pick Sunday. Every Franchise will have a Stake of $200 to bid on Players. Each Franchise will use this 'Bid Stake' to pick their Roster. The Stake is the maximum that any Franchise may have for bidding. Any remaining Auction-Draft Stake will be added to a Franchise's Waiver allotment at the end of the Auction-Draft, but it cannot be sold, traded or given away prior to the Auction-Draft. Any left over Waiver Dollars will be discarded at the conclusion of the Season. During the Auction-Draft an Owner must have in his remaining Stake an amount an amount equal to the number of Players needed to complete his 17-Man Roster
A Franchise may place a Player up for Bid anytime during the Auction-Draft. A Franchise may not nominate a Player in a Position that has no available space on the nominating Franchise's Roster. All bids must be in whole dollars and the opening Bid and subsequent Bids can not be less than $1. After a Player has been offered up for Bid by all other Franchises may bid on the Player. Should 12 hours pass and the High Bidder has not changed on a Player that Player will be awarded to last Franchise who had the last high bid. Trading during the Auction-Draft is not permitted. The Auction-Draft will be over when all Fantasy Franchises Rosters are filled, but in the event that a Franchise, for whatever reason, fails to complete the Auction-Draft, in the opinion of the Commissioner in a timely manner , then the Draft will be deemed complete. In this event, all the League Franchises who have finished Drafting may participate in Post-Draft activities, including, but not limited to, Trading and Waivers. A Franchise that has not completed the Auction-Draft will not be able to participate in any Post-Draft or Seasonal Events until it has Drafted the required compliment of Players.
CONTRACT PLAYERS (CP) Each Season/Year a Returning Owner or the New Owner of a Franchise may choose any previous year's Player that was on the Fantasy Franchise's Final Roster, including Players that were on the Franchise's IR, as a Contract Player. The CP's prior year's Salary/Value will be deducted from the Bid Stake. Once the 'Keeper' Player has been declared by a date set by the Commissioner, (normally, 10 - 7 days prior to the Auction-Draft), a Franchise Owner cannot alter his selection prior to the Auction-Draft, except if the Contract Player is not on a NFL Team's Active Roster because he was cut, placed on Injured Reserve, retired, etc. prior to the start of the Auction-Draft, then the CP may be dropped. The Franchise may not replace him and the Franchise will enter the Draft-Auction without a Contract Player. If a Keeper is waived by the original Franchise and acquired by another Franchise, (other than the original holder), the 1st CBB waiver period or on a FCFS basis, the player's Keeper status will no longer be affect and will be eligible the following year for Keeper status. ADDED 2019 A NFL Player can only be a CP for any Franchise for only one Year/Season, after which, he will become a Free Agent the following year. PLAYER SALARIES/VALUES Player salaries are established either thru the Auction-Draft or thru Waivers. These Salaries/Values will remain with the NFL Player the entire Season unless the Player is Waived. If the Player is waived his value will be automatically reset to zero and will be re-established if he is reacquired thru Waivers. If the same Franchise reacquires a Player thru Waivers, his salary will either 1) revert to the original value when dropped by the same Franchise or 2) be assigned the new Salary/Value, whichever is higher. The Commissioner will police this, but in the event it is missed by him at the time of the transaction, he may adjust it at any time, with or without notice. (see below) No adjustments to a Player's Salary/Value will be made because of trading and injured reserve moves. The Commissioner may make Salary Adjustments if and when necessary. ADDS/DROPS (WAIVERS) CONDITIONAL BLIND BIDDING Each Franchise will be allotted $100 in Conditional Blind Bid Waiver Funds. These funds may be Traded, but not sold or bartered.. After the Auction-Draft has concluded Franchises may drop and add players thru Conditional Blind Bidding (CBB) as follows:
Any Player waived during either Waiver Period may not be reacquired until after the final NFL Game of the Week has concluded nor can any Player acquired during a Waiver Period be dropped/waived for 2 days The software considers incorrectly considers Trades between Franchises as a Waiver and in the event a Franchise wants to drop a Player involved prior to the two day rule, he will have to notify the Commissioner who in turn will manually waive the Player. Only Playoff Franchises that have not been eliminated during the Playoffs are allowed to perform any Player Moves during the Playoffs. Once a Playoff Franchise loses in the Playoff their Waiver Privileges will end. It is the responsibility of each Fantasy Owner to verify his submission and acceptance of all Bids and First-Come First-Served Waivers. Reversals or changes will generally not be made. A detailed explanation of the Conditional Bidding process may be found in Appendix A at the bottom of these Rules INJURED RESERVES
The injured designations IR, Out & Doubtful and Suspended qualify a Player for IR Status. A Player placed on a Franchise's IR must officially be listed as injured by the NFL on one of the following Reports to qualify:
During the PreSeason a Player may remain on IR even if an 'IR Warning' Violation appears anytime during the balance of the PreSeason. Prior to a IR Player's 1st Game of the Regular Season, if he is no longer qualified, he must be activated from IR or dropped. Failure to do so and the offending Franchise will be penalized an amount equal to the Highest Scoring Player for the same Position as the illegal Player for the specific week of the violation. Injured Reserve Players do not count against Roster Limits. The Software utilizes Rotowire to update the Injury Status of a Player during the week and should be used only as a guide and will not be considered 'Official". The system is designed to alert a Franchise should there be an IR violation and should not allow the submission of a Lineup, but in the event that the software fails in this endeavor, it is still the Franchise Owner's responsibility to comply with this rule. A Player may remain on IR if he was qualified the week before his Bye week. Injured Reserve moves will be done at no cost. Players not playing for any other reason do not qualify for IR. Players cannot be de-activated once the Playoffs start except as outlined below for Playoff Franchises. It's the responsibility of a Franchise Owner to monitor the playing status of his Franchise's Players. Players who are officially listed on Week 13's NFL Injury Report may remain on a Non-Playoff Franchise's IR throughout the Playoffs without penalty should they come off the NFL Injury Report any time during the Playoffs. During Fantasy Playoffs NFL Players who are on a Playoff Franchise's IR may be moved (activated) to the Franchise's Active Roster during the Playoffs. Franchises not eliminated during the Playoff will be allowed to deactivate any Player to their Injured Reserve during the playoffs subject to the above parameters. In all cases, Roster maximum limits may not be exceeded nor fall below the minimums. TRADES During the PreSeason, (PostDraft), and the 1st 7 weeks of the Regular Season Players and Blind Bid Dollars may be Traded between Franchises. After Week 8, (before the start of Week 9), Trades between Franchises cease and all Player Moves must be managed through the Waiver/Free Agent Pool. No more than three Players from one Franchise may be Traded to another Franchise during the year. Trade offers, by default will be good for three days, but may be adjusted by the Offering Franchise Trades that create invalid Rosters will not be processed or they will be reversed. Trades Between Kickoff of a Player's Game until the end of the last NFL Game of the Week are not permitted. Trades will be processed at no cost. 'Trade Backs' of any kind are not allowed. Trade Backs are described as Trading a Player from one Franchise to another and then reversing the Trade in a subsequent Week. This would normally occur to fill a Roster spot on one or both Franchises where all the Position Players are on a Bye or not playing.
All Trades will be processed automatically and unless there is undeniable evidence that the Trade is truly lop-sided or in violation of the Trade Back Rule or is violation of any other rule or exceeds the number or Trades allowed between Franchises, the Commissioner will not interfere with the exchange. Most, if not all, Player Trades, should and will be managed by the Software, but in the event of a technical malfunction or other circumstance, then all the Owners involved in the Trading will need to E-Mail or call the Commissioner and make the Trade Request. Trades Between Kickoff of a Player's Game until the end of the last game of the week are not permitted. TIEBREAKERS If two or more Franchises have the same Overall W-L-T records and are tied for either League Standings, Franchise Seeding, Playoff Berths & Waivers Bids (worst-to-first) ties will be broken by:� CLARIFIED 10/11/19
Because the above Tiebreakers cannot be exactly duplicated by the Software, (i.e. The Head To Head Sweep Rule and the Highest Ranking Division Rule are categories not offered by MFL), and the possibility that there will be a difference shown on the Website, then Habman's Playoff Generator Calculations will be designated as Semi-Official Results for the order of the Franchises which will be subject to review, verification and adjustment. But in all instance these Tiebreaker Rules takes precedence over any other visual representations or calculations. Caveat: Since thee is no Priority Waivers Order the application of the above Tiebreakers will not have an impact until the final one or two weeks of the Regular Season at which time the Commissioner will review the calculations for accuracy. At his discretion, he will try to review the previous Standings Records weekly, but is not required to do so. DEADLINES The Commissioner will set the Deadlines for all League Events. In most instances, the Deadlines for the submission of Players for Lineups, Trades, Injured Reserve Moves and Waivers will be the kickoff of their respective games. Thus, for those weeks that have early NFL Games scheduled, (Wednesday, Thursday, Friday & Saturday), all the Players on the NFL Teams participating during those games will be locked out from any Player Moves once their respective game commences. These Players will be not be available for IR, Waivers and Trades until after the final game for the Week is completed. Other important dates and additional events will be announced giving Owners sufficient time to react. Scheduled Events may be viewed on the League Calendar. PLAYOFFS At the end of the League's 12-Week Regular Season the four Division Winners and two Wildcard Franchises, (two Franchises with the best records who are not Division Winners), from each Conference will advance to the Playoffs during Weeks 13, 14, 15 & 16. Starting with the 13th Week of the Season, Playoffs will commence and 12, (6 from each Conference), Franchises will go Head-To-Head as follows:
A three (3) Point Home Field Advantage (HFA) will go to the Franchises with the Highest Seeding during Weeks 13, Week 14 and Week 15. There will be no HFA awarded Week 16 (Championship Game). A game to determine 3rd Place is not scheduled. The final Regular Season finish of each Franchise will be determined utilizing the above Tiebreaker Rules should Franchise Seedings be utilized at any time. A Tie in a Playoff Game will be broken as follows:
PRIZE MONEY All Fees, (less costs), will be distributed as shown (approximate): REVISED 2019
Prize money will increase or decrease proportionally based on the actual amount received and spent. LeagueSafe will be the primary depository and disbursing agent of the League Funds and the Owner will be responsible for any fees assessed by LeagueSafe. The Commissioner has complete control of all League Funds and will be the final authority regarding the distribution of League Funds. ABANDONED, VACATED AND EXPELLED FRANCHISES If one or more of the below events occur a Franchise will be deemed to have been abandoned or vacated by the Owner
If an Owner abandons, vacates or is expelled during the Season, the franchise will be converted to a converted to a League Average Team and all the Franchise's Players will become Free Agents and be available for acquisition by other franchises the week following, unless the Commissioner can find a replacement Owner before the start of the 1st NFL Game following the 2nd missed Deadline and he/she will forfeit any claims to any Prize Money, (including Deposits), will not participate in any Post-Season Games and will be suspended from participating in the League for one year, at which time the Commissioner at his discretion may or may not allow the Owner to return to the League. REVISED 2019 The Commissioner will make a diligent effort to find a new Owner for the abandoned, vacated or expelled Franchise and may offer incentives to entice a new Owner to play. An Owner may sell his Franchise at any time. A current Owner may assume a vacated Franchise only during the off-season and in doing so, loses the right to declare a Player as his Keeper. If two Owners Trade Franchises, then each may declare a Keeper.

APPENDIX A CONDITIONAL BLIND BIDDING (CBB) Definition and Rounds Conditional Bidding (CBB) allows an Owner to bid on Player A and if not awarded, then bid on Player B. In Conditional Bidding you would enter Players in multiple Rounds in to order to receive several Players, but the Rounds are merely placeholders for these Bids and have no weighted value. More on this below. How To Enter Conditional Blind Bids CBBs are a lot like Waiver Requests in that Owners can enter multiple Rounds of Waiver Moves and prioritize their picks in each Round. Each Round's worth of requests is looked at from top to bottom, and the first Bid that is considered valid is the one the system will accept, ignoring future bids in that Round. Rounds are merely placeholders for additional Bids in CBB. These Rounds hold no prioritizing value as they do in Waiver Requests, but simply hold additional Bids when more than one Player is desired. Bids are awarded to the Highest Winning Conditional Bid regardless of the round that it is in.
Ladder Bidding Ladder-Bidding is prohibited and will not produce the results that one would expect. DON'T DO IT! If Bids are submitted as follows:
Franchise 2 would win Player A for $2 as the software looks at the highest priority bid and ignores the rest. Since both were for Player A it simply viewed the first bid submitted by Franchise 1 for Player A for $1 and ignored the remaining Bids. Processing MFL software will automatically process the requests at the end of the CBB Period. In the event of a malfunction of the system, Waivers will be manually processed as soon as possible Responsibility of Franchise Owner All Waiver Requests need to be made online. It is the responsibility of each Fantasy Owner to verify his submission and acceptance of all Bids. Reversals, changes and additions will not be made unless prior approval is granted and there are extenuating circumstances.
